… As far back as 1998, I wrote a book titled, “The Chinese Space Program: A Mystery Within a Maze.” The title referred to the difficulty in deciphering the intentions of a dual-use technology program shrouded in opaque decision-making processes within organizations characterized by multiple names and convoluted institutional architectures. Brian Harvey, Bruce MacDonald, James Clay Moltz, Andrew Erickson and others who have subsequently written about Chinese space activities have attempted to piece together bits of information to cumulatively explain what was being done, how and why. …
